Penguatan Akuntabilitas dan Transparansi melalui Mekanisme Pengambilan Keputusan Partisipatif pada Kondisi Keterbatasan Akses (Studi Kasus Daerah 3T)

Penelitian ini dilatarbelakangi oleh pentingnya penguatan akuntabilitas dan transparansi dalam tata kelola kelembagaan, khususnya pada wilayah tertinggal, terdepan, dan terluar (3T) yang menghadapi keterbatasan akses infrastruktur, informasi, dan komunikasi. Kondisi tersebut seringkali mempengaruhi efektivitas proses pengambilan keputusan dan keterlibatan pemangku kepentingan dalam tata kelola institusi. Penelitian ini bertujuan untuk menganalisis peran mekanisme pengambilan keputusan partisipatif dalam memperkuat akuntabilitas dan transparansi pada kondisi keterbatasan akses. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data dikumpulkan melalui wawancara, observasi, dan analisis dokumen, kemudian dianalisis secara deskriptif-analitik untuk mengidentifikasi pola partisipasi pemangku kepentingan dalam proses pengambilan keputusan. Hasil penelitian menunjukkan bahwa mekanisme pengambilan keputusan partisipatif melalui forum musyawarah, keterlibatan pemangku kepentingan, serta keterbukaan informasi mampu meningkatkan transparansi dan akuntabilitas kelembagaan. Selain itu, penerapan monitoring dan evaluasi sederhana yang disesuaikan dengan kondisi wilayah 3T memperkuat kontrol sosial dan kepercayaan masyarakat terhadap institusi. Temuan ini menunjukkan bahwa pendekatan tata kelola partisipatif yang adaptif terhadap keterbatasan akses dapat menjadi strategi efektif dalam memperkuat akuntabilitas dan transparansi kelembagaan di wilayah 3T.
