Mekanisme Blended Funding melalui Integrasi Subsidi Silang dan Dana Hibah: Model Pembiayaan Pendidikan di Era Digital

Keseimbangan infrastruktur teknologi yang tinggi dengan aksesibilitas bagi masyarakat merupakan tantangan bagi institusi pendidikan ditengah transformasi digital. Tujuan penelitian ini yaitu untuk menganalisis mekanisme blended funding melalui integrasi subsidi silang (cross-subsidy) dan dana hibah serta merumuskan model pembiayaan pendidikan yang humanis namun tetap progresif secara perkembangan teknologi. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan pendekatan studi kasus. Lokus penelitian adalah satuan pendidikan dasar di wilayah Kecamatan Taman, Kabupaten Pemalang, Jawa Tengah dengan jumlah 15 institusi. Data dikumpulkan melalui wawancara mendalam, observasi lapangan, dan dokumentasi laporan keuangan. Analisis data dilakukan menggunakan model interaktif Miles, Huberman, dan Saldaña yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini yaitu penerapan cross-subsidy vervasis klasifikasi ekonomi mampu menjamin keberlangsungan operasional, sekaligus memberikan kesempatan bagi siswa prasejahtera. Sumber dana lain melalui hibah dan kemitraan strategis merupakan diversifikasi sumber dana yang terbukti menjadi akselerator bagi pengadaan infrastruktur digital. Selain itu, transparansi manajemen keuangan berbasis digital mampu meningkatkan kepercayaan pemangku kepentingan yang berkontribusi pada standar mutu institusi melalui lulusan.
